INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                   - 1 -                                       November 19, 2014

MEMBERS PRESENT:        Elizabeth Warren, Audrey Delnicki, Carol Heffler, John Blondin, Adam Reed, Barbara Kelly, Richard Muller, Arthur Jennings (arrived at 7:25 pm)

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  Revised Commissioner List to add new alternate Michael Balesano.

The motion carried and the vote was unanimous.

CONSERVATION COMMISSION:  Mr. Folger reported that scouts have completed the final section of boardwalk at Major Michael Donnelly Land Preserve.  Mr. Folger also stated that the open space on Dzen Farms has been cleared of brush and Chair Warren said the view is spectacular.  Mr. Folger updated the Commissioner on discussions regarding future use of the Priest Farm – possible art & nature center, possible working farm with on-site manager, suggested establishment of a kitchen for canning and teaching purposes.  The farm does have some state champion trees on site.

WETLAND OFFICER’S REPORT:   Ground water tables are very low due to lack of rain.

PUBLIC HEARING:  none

NEW BUSINESS:
Appl. #14-55W – Corneau – 55 Corneau Way – Inland Wetland/Conservation Commission application for the restoration of a previously disturbed wetland area. Industrial (I) Zone.

Greg Gardner, Gardner Associates, represented the applicant.  The Remediation and Solid Waste Departments of the DEEP are involved in the cleanup of the site, which was previously contaminated by a former occupant.   In the 1980’s fill had been placed directly on wetland areas and debris had been buried underground.  Mr. Gardner submitted a proposal to remove all of the unapproved fill down to the natural topsoil layer.  Once the fill is removed, the natural seed source contained within the existing topsoil layer should revive.  If it doesn’t germinate, there is a plan in place for seeding the area.  Monitoring and testing will be done at intervals during the remediation work, with reports sent to the State and the Town.

Motion to:  approve Appl. #14-55W with the following conditions:  

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on November 19, 2019. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
  • A germination study is to be made on the newly exposed wetland topsoil within the remediation area for the determination of the presence of an existing viable seed source.  Study to be completed prior to May 1.
  • A bond shall be collected in the amount of $1,000 for seeding the remediation area in the event that germination of an existing seed source does not occur.
  • All water and soil testing results are to be transmitted to the Town, along with a copy of the final report upon completion of the remediation.
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.

Appl. #14-56W – Town of South Windsor Nevers Rd Reconstruction – Determination of Public Hearing - Inland Wetland/Conservation Commission application for approval of the re-construction of a portion of Nevers Rd located adjacent to the Nevers/Ayers Rd intersection, Rural Residential (RR) Zone.

Motion to:  hold a public hearing at 7:10 pm on December 3, 2014 for Appl. #14-56W due to the potential for impact to a watercourse and the potential for public interest.

The motion carried and the vote was unanimous.

OTHER BUSINESS:

There will be a Low Impact Development presentation by UConn at the PZC meeting in the Council Chambers on December 9, 2014 at 7:00 pm.  All land use Commissioners are encouraged to attend.  Commissioner Phillips will be attending, Commissioner Kelly will not be attending.

The 2015 Meetings Schedule was approved by consensus.

The holiday party is set for January 14, 2015 at Sawadee Thai Restaurant.  Commissioners requested a reminder be sent by the recording secretary prior to the event.


APPLICATIONS RECEIVED:

Appl. #14-57P – Connecticut Valley Brewery – 765 Sullivan Ave. – IWA/Conservation Commission application to construct a commercial building, parking and associated improvements.  The site is located southerly of Sullivan Ave, and easterly of West Rd. General Commercial (GC) Zone.
